How does your consortium fund your shared staff?

I have colleagues who have been asking how others are funding shared staff. For example, where learners move across sites, do you have a funding model for this? What about delivery of Diploma components by staff from other organisations ie where you are buying-in expertise from a private training provider perhaps? Maybe you’ve thought about or have in place a pay-back system where you deliver X and they deliver Y and no money changes hands? If so, how do you ensure equity?
